Policy Priorities

The policy priorities of the Council are set out in The Persons with Disabilities Act, 2003.  They include:

  • To issue adjustment orders under section 24 of The Persons with Disabilities Act, 2003;
  • To formulate and develop measures and policies designed to:
  1. Achieve equal opportunities for persons with disabilities in education and employment, sports, recreation and cultural activities. 
  2. Domesticate provisions of international treaties relating to the welfare or rehabilitation of persons with disabilities;
  3. Prevent discrimination against persons with disabilities;
  4. Promote self-employment or regular or sheltered employment for the persons with disabilities;
  5. Rehabilitation of persons with disabilities within their own communities and social environment;
  6. Establishment of vocational rehabilitation Centres and other services for the welfare, rehabilitation and employment of persons with disabilities; and
  7. Co-ordinate services provided in Kenya for the welfare and rehabilitation of persons with disabilities and implement programmes for vocational guidance and counseling.
  • To register:
  1. Persons with disabilities;
  2. Institutions, associations and organizations that provide services for the rehabilitation and welfare of persons with disabilities , and;
  3. Persons with disabilities whose condition requires constant medical attention for the purposes of availing subsidized medical services.
  • To provide to the maximum extent possible:
  1. Assistive devices, appliances and other equipments to persons with disabilities and
  2. Access to available information and technical assistance to all institutions, associations and organizations concerned with the welfare and rehabilitation of persons with disabilities, controlled and managed by the government.
  • To consult with the Government in the formulation of suitable curricula for vocational rehabilitation centres and other training facilities with persons with disabilities;
  • To provide education scholarships to students with disabilities in both public and private institutions.
  • To regularly report to the Cabinet Secretary on the status of the welfare and rehabilitation of persons with disabilities and to advice on priorities.
  • To consult with the Government in the provision of suitable and affordable housing for persons with disabilities;
  • To create public awareness on the rights of persons with disabilities under the provisions of The Persons with Disabilities Act, 2003;
  • To carry out research on, or supply information on any matter relating to the welfare and rehabilitation of persons with disabilities.
