Monitoring and Evaluation

Monitoring and evaluation ideas are not new – everyone applies monitoring and evaluation practices to some extent in their day to work. This is a very interesting and exciting development as the practice of M&E can contribute to sound governance in a number of ways:

a)    Improved evidence-based policy making (including budgeting & decision making)
b)    Policy implementation
c)    Management
d)    Accountability.

Many governments around the world have realized much of this potential, including most first world countries and a small but growing number of developing countries. It is for this reason that the Kenyan Government has placed increasing importance on M&E. One important way in which to increase effectiveness is by concentrating on M&E. This is because M&E is a central practice that has the positive effect of improving policies, strategies and plans, as well as improving performance and optimizing impact.

Monitoring involves collecting, analyzing, and reporting data on inputs, activities, outputs, outcomes and impacts as well as external factors, in a way that supports effective management. Monitoring is an integral part of day-to-day operational management to assess progress against objectives. It is done to provide managers, decision makers and other stakeholders with regular feedback on progress in implementation, results and early indicators of problems that need to be corrected.

Evaluation is a systematic assessment of the strengths and weaknesses of the design, implementation and the results of completed or ongoing interventions. It is a time-bound and periodic exercise that seeks to provide credible and useful information through analysis of efficiency, effectiveness, impact relevance and sustainability to answer specific questions to guide decision making.

Resistance to monitoring and evaluation may occur in an organization due to various factors such as:-
 
a)  Lack of appreciation of the role of monitoring and evaluation
b)  Fear of finding mistakes
c)  Fear of failure
d)  Lack of transparency and accountability by management
e)  Lack of knowledge and skills in monitoring and evaluation
f)  Cost of re-designing the overall project
g)  Resistance to change by entire project staff
h)  Restrictive budgets (lack of funds to accommodate monitoring and evaluation)
i)  Poor project design
 
What M&E can do at NCPWD

  1. M&E can support budgeting and planning processes when there are often many competing demands on limited resources – in this way M&E can assist in setting priorities. Terms that describe the use of M&E information in this manner include evidence-based policy making, results based budgeting, and performance-informed budgeting.
  2. M&E can help NCPWD in their policy development and policy analysis work and in programme development.
  3. M&E can aid NCPWD to manage activities better. This includes service delivery and management of staff.
  4. M&E can enhance transparency and support accountability by revealing the extent to which NCPWD has attained its desired objectives as per the performance contract, disability act etc.

Why NCPWD believes in M&E
The power of measuring results:

  • If we do not measure results, we cannot tell success from failure
  •  If we cannot see success, we cannot reward it
  •  If we cannot reward success, we are probably rewarding failure
  •  If we cannot see success, we cannot learn from it
  •  If we cannot recognize failure, we cannot correct it
  • If we can demonstrate results, we can win public support
