The National Council for Persons with Disabilities, [NCPWD] is a State Corporation, mandated to formulate and implement policies that are geared towards mainstreaming Persons with Disabilities into the National economy. It also seeks to create an enabling environment in which Persons with Disabilities can operate effectively and efficiently.

DISABILITY SERVICES OFFICER

JOB SUMMARY

This position is responsible for providing services to persons with disabilities at the County level. Such services include educating persons with disabilities and other stakeholders on the services and opportunities available to them and how they can access them; providing disability mainstreaming awareness training in line with the United Nation’s Conventions on human rights of PWDs, the Disabilities Act 2003 and the Constitution of Kenya amongst other responsibilities.

PRIMARY RESPONSIBILITIES

  • Carry out the presentation and disseminating of the application forms and tools to individuals, groups, institutions and organization of and for PWDs
  • Undertake the targeting exercise for PWSD-CT and administer the application process for education assistance, assistive devices and services, economic empowerment and infrastructure and equipment
  • Undertake backstopping of ongoing disability services activities
  • Carry out spot checks to ensure compliance with laid down procedures
  • Manage reception of registration and application forms, and targeting tools for disability services programmes.
  • Supervise data entry clerks who capture data for potential beneficiaries.
  • Conduct the vetting of applicants under the disability services programmes.
  • Prepare and submit validated lists of beneficiaries
  • Facilitate payments to groups/beneficiaries identified under different programmes. Assisting the local communities and self-help groups to identify their felt needs and mobilize local resources for the implementation of their development projects; assisting the communities develop Community Action Plans (CAPs)
  • Facilitate formation of County programmes vetting committees who are trained to select eligible beneficiaries at the various disability services programmes.
  • Mobilize local communities and disabled persons’ organizations for participation in Registration, Rehabilitation &, Habilitation Education assistance, Infrastructure & Equipment support, Economic Empowerment & Enterprise Development, Cash Transfer and Disability Mainstreaming programmes.
  • Sensitize mobilized communities to facilitate identification of felt needs and how they would mobilize local resources to meet felt needs
  • Link PWDs and DPOs with other development partners in the event that local resources are inadequate to meet felt needs
  • Monitor implementation of Registration, Rehabilitation &, Habilitation Education assistance, Infrastructure & Equipment support, Economic Empowerment & Enterprise Development, Cash Transfer and Disability Mainstreaming programmes, advise and report on the progress
  • Conflict resolutions among group members
  • Collecting disability disaggregated data and sensitizing on Affirmative Action
  • Participate in community mobilization and sensitization on Registration, Rehabilitation &, Habilitation Education assistance, Infrastructure & Equipment support, Economic Empowerment & Enterprise Development, Cash Transfer and Disability Mainstreaming programmes
  • Any other duty assigned by the supervisor.

QUALIFICATION

Bachelor’s Degree in any of the following disciplines: -

Sociology, Social Work, Social Psychology, Anthropology, Disability Studies, Counselling, Economics, ICT, Gender Studies, Gender and Development, or equivalent qualifications from a recognized institution

NCPWD PARTICIPATES IN THE EASTERN KENYA (EMBU) AGRICULTURAL SOCIETY OF KENYA SHOW

The NCPWD Head Office in conjunction with the Embu Disability Services Office planned and participated in the Eastern Kenya (Embu) ASK show. The event brought together four groups of persons with various disabilities; the groups included St. Monica’s School for the Mentally handicapped, Runyenjes Union of the Blind, Lighthouse Diversified Industries Ltd and the Deaf Empowerment Society of Kenya (DESK).

KIPAWA Project

The NCPWD and Enterprise Business Unit (EBU) of Safaricom Limited entered into an MoU, which gave birth to KIPAWA, their Corporate Social Responsibility (CSR). The projects aimed at creating opportunities for persons with disabilities and a number of schools were selected as beneficiaries of the program with a vision of empowering and caring for the students.

NCPWDs PARTICIPATES IN THE METROPOLITAN SANCTUARY FOR CHILDREN WITH DISABILITIES DISABILITY WALK BY HELD ON 11TH FERBRUARY 2017.
 
The Metropolitan Sanctuary for Children with Disability was opened in 2007 through the vision of Terry Fairfowl. It is managed by Whitewell Metropolitan Tabernacle Church in Belfast Northern Ireland. It is also supported through the work of UK Registered Chairty, Befrienders for Disability NIC100726, Metropolitan Smile Dispatch in Kenya, and other private sponsors.

National Council for Persons with Disabilities invite applications from suitably qualified candidates with Disabilities for the position of Audit Committee in Uwezo Fund Oversight Board.
 
Background 
The National Council for Persons with Disabilities is a State Corporation which was established by an Act of Parliament, the Persons with Disabilities Act No. 14 of 2003.
The Council is charged with the responsibility of formulating and implementing policies that are geared towards mainstreaming of Persons with Disabilities issues to the national economy and to create an enabling environment in which Persons with Disabilities can operate effectively and efficiently in order to contribute positively to the National Economy.

Pursuant to Section 5(2)(f) of Public Finance Management (Uwezo Fund), Regulations,  2014 National Council for Persons with Disabilities wish to nominate a person with disability who will represent Persons with Disabilities as the Chairperson of Audit Committee in Uwezo Fund Oversight Board.

The Council invites applications from suitably qualified Kenyans with disabilities for nomination as the Chairperson of Audit Committee in Uwezo Fund Oversight Board.

Requirements for Nomination
For nomination as the Chairperson of Audit Committee in Uwezo Fund Oversight Board an applicant must have:
  • Hold Bachelor’s Degree from a university recognized in Kenya in either one or more of the following fields: Accounting, Auditing, Finance Management, or Any relevant discipline.
  • Preferably a member of  Institute of Certified Public Accountants of Kenya (ICPAK) 
Other Requirements 
  1. Have a good understanding of National Government Operations and financial management
  2. Meet the requirement of Chapter Six of the Constitution
  3. Has five years experience in aforementioned relevant field
  4. Be a registered member of National Council for Persons with Disabilities 
 
Terms of Appointment
Upon appointment by the Cabinet Secretary, the nominated person shall hold office for a period of three years and shall be eligible for re-appointment for one further term of three years.

YALI Transformational Learning Training


The YALI Regional Leadership Center East Africa is part of President Obama's Young African Leaders Initiative and one of the four regional hubs that provides transformational learning and improved leadership skills to young Africans. 

Located at Kenyatta University, in Nairobi, Kenya, the Center is more than a location for learning or a venue for collaboration; it is a philosophy, a forward-leaning culture of diversity that invites dreaming and thinking differently to define and realize one's potential. The program is inclusive, embracing future leaders regardless of religion, ethnicity, socio-economic status, gender, or disability. Selected participants aged 18-35 years, drawn from 14 countries in East and Central Africa, engage in innovative leadership training across three tracks of study of (1) Business and Entrepreneurship, (2) Civic Leadership, and (3) Public Management.

The participants immerse themselves in a 12-week course of study, three weeks of residential learning on-site at the Center in Nairobi; eight weeks of virtual distance learning via technology from their home countries; and a final week on-site at the Center in Nairobi for wrap-up and presentations. The Center benefits the participants by linking them to a network of other young leaders from East Africa empowering them by enhancing their skills and confidence to lead; providing guidance from some of the best business and leadership minds in Africa; and opportunities for internships, among other benefits.
